On Tuesday, October 19, 2021, Vice Chair Nora Vargas will be introducing a resolution request to lift all restrictions on non-essential travel at the U.S./Mexico border and to direct the County's Chief Administrative Officer to identify and pursue economic relief opportunities for south county and help address the disproportionate impacts that families and businesses endured due to non-essential travel restrictions and the pandemic. By avancing this policy the County will have an opportunity to explore the creation of emergency economic zones to provide immediate relief to our region.
The restrictions limited the entry of people traveling via land ports of entry into the United States from Mexico or Canada to reduce the spread of COVID-19 between the United States and Mexico. Recent changes in cross-border travel by the federal government will allow fully vaccinated individuals starting in november and while this will be a positive contributor to the recovery it may not be enough to fully reactivate the region's economy. Therefore, additional aid is needed to uplift the businesses and families that have been disproportiontely impacted by the global pandemic and the cross-border restrictions.
Since March 2020, more than 200 small businesses have closed permanently in San Ysidro alone. This represents over 1,900 jobs lost and 72% of revenue loss in that community. 80% of San Ysidro businesses rely on cross-border customers. Furthermore, the economic impact of the border restrictions on non-essential travel expands beyond San Diego County to the rest of California and the Nation.
