The State Higher Education Finance (SHEF) report is produced annually by the State Higher Education Executive Officers Association (SHEEO) to broaden understanding of the context and consequences of public policy decisions in each state that contribute to public higher education funding levels and funding distributions across states and nationally. SHEF provides the earliest possible review of state and local support, tuition revenue, and enrollment trends for the most recently completed fiscal year.

SHEF Education Appropriations
The latest State Higher Education Finance (#SHEF) report shows that in 2022, public higher education appropriations increased 4.9% beyond inflation, surpassing pre-recession per-student funding levels for the first time since 2008. Read more at bit.ly/SHEFFY22. @SHEEOEd
SHEF Enrollment Declines

SHEF State Financial Aid
#SHEF Report shows that during fluctuations in state support and student enrollment, financial aid has steadily increased over the last two decades. From 2021 to 2022, public financial aid increased 2%, reaching an all-time high of $990 per FTE. Read more: bit.ly/SHEFFY22
SHEF Total Education Revenue
Due to federal stimulus funding and declining enrollment, inflation-adjusted total education revenue per student increased by 2.4% in 2022, reaching an all-time high. See the breakdown by sector and state in the #SHEF report at bit.ly/SHEFFY22.
SHEF Student Share
The proportion of total public higher education revenue paid by students increased from 20.9% in 1980 to a high of 47.5% in 2013. However, in recent years, the student share has declined, reaching 41.7% in 2022. #SHEF @SHEEOed bit.ly/SHEFFY22
SHEF Inflation
Public institutions are not immune to the challenges caused by inflation. #SHEF shows that Higher Education Cost Adjustment (HECA), a measure of inflation in service industries, increased 5.1% between FY21 and FY22. Learn more: https://shef.sheeo.org
