We are excited to learn more about @Strada Education Foundation’s 2025 State Opportunity Index, a framework designed to help policymakers, higher education system leaders, and colleges and universities better connect education with opportunity.
📈 This year’s report shows that college provides a positive return on investment (ROI) for 70 percent of graduates among public institutions.
Research shows that there are five keys to boosting ROI for significantly more students in our nation:
📊 Clear Outcomes – providing accurate information on career and earnings outcomes so learners can make well-informed choices.
🤝 Quality Coaching – offering personalized guidance and support so learners can navigate education and career pathways with confidence.
💲Affordability – making sure cost is never an insurmountable barrier to opportunity.
💼 Work-Based Learning – expanding opportunities for paid internships, apprenticeships, and other immersive experiences that connect education to career.
💻 Employer Alignment – ensuring prepared learners can readily access programs that lead to quality jobs and upward financial mobility.

The State Opportunity Index, produced by Strada Education Foundation, is a framework designed to help policymakers, higher education system leaders, and colleges and universities better connect education with opportunity.
This year’s Index finds that nationally, 70 percent of America’s recent graduates of public colleges and universities experience a positive return on their investment within 10 years of graduation. It also measures return on investment for each U.S. state and Washington, D.C.
The Index includes:
An executive summary highlighting the Index’s key findings in five focus areas that research shows boost return on investment for more students nationwide.
The full report, which is the second iteration of the annual State Opportunity Index and is based on a larger dataset from a greater variety of resources.
51 state summaries, which quantify progress across the focus areas for all 50 U.S. states and Washington, D.C.
An interactive map that allows users to compare top-level data across up to four states simultaneously.
States in Action reports, featuring 10 states that have made notable commitments to improving in at least one of the focus areas and some tools and resources they use in their work.
A collection of answers to key questions that help explain the work and its purpose.
The State Opportunity Index reinforces the importance of helping clear the path between education and work, especially for those with the most standing in their way.

Sharing a few extra data points — like work location and whether an employee is full or part time — provides a more complete view of workforce needs and job outcomes. This helps everyone, from businesses to educators, make decisions based on real-world workforce information.
Employers already collect much of the information needed for enhanced wage records. By enhancing and sharing those details, employers give leaders deeper insights that can improve training, workforce planning, and performance. Learn more: https://bit.ly/4lqo23R
