As we celebrate our 25th anniversary, we’re not just reflecting—we’re recommitting to bold, equity-driven leadership.

For a quarter-century, EdTrust-West has led with courage, even in the face of political and social headwinds. This policy agenda continues that legacy.
This is not a moment to retreat—it’s a moment to lead. Our 25-year history proves that progress is possible when we act boldly.
3. A Roadmap for the Future
This policy agenda contains forward-looking recommendations for racial justice in education, from early childhood through college.
It’s grounded in what we know works: investing in students’ brilliance, dismantling systemic barriers, and building equitable systems.
4. Centering Students Most Often Left Behind
The policy agenda prioritizes students of color, multilingual learners, and those living in poverty, groups that have been historically underserved.
We’re calling on leaders to use the recommendations in this policy agenda to center equity unapologetically and ensure every student has the opportunity to thrive.
5. Policy with Purpose
Each recommendation is actionable and designed to inspire urgent change that focuses on what students need, from diversifying the educator workforce to protecting undocumented students.
This isn’t simply one organization’s policy agenda. It’s a call to action for California’s leaders to step up and lead with clarity and conviction.

California is making much-needed investments in college readiness and access initiatives—yet it’s doing so without prioritizing multilingual learners. With Empowering Futures: Improving College Access for Multilingual Learners, EdTrust-West is sounding the alarm and pointing the way forward for state leaders with the power to open doors to college success for multilingual learners.
California is making bold and necessary investments in college access, but multilinguals learners are being overlooked. We can’t afford for them to be left behind—and neither can the state of California, which has set ambitious postsecondary success goals for itself. State leaders have This brief insists that state leaders keep multilingual learners at the forefront of their minds when designing college access initiatives through five calls-to-action.
· Multilingualism Is an Asset: Speaking multiple languages is a workforce advantage, with increasing demand for bilingual professionals across sectors.
· Multilingual Learner Success is Key to California's Success: The state aims to reach 70% postsecondary attainment by 2030 to strengthen both individual opportunity and the economy. To that end, it is investing in dual enrollment, financial aid access, and community college success, and has established multiyear agreements with higher education systems to support these goals. MLLs made up a significant portion of the state’s students—ensuring that MLLs have access to these powerful higher education access initiatives is one of the best ways California can achieve its postsecondary attainment goal.
· California’s current college readiness and access initiatives fail to adequately support multilingual learners. California must address its persistent and unacceptable disparities in educational outcomes between MLLs and their peers to achieve equitable postsecondary attainment.
· Multilingual Learner Success is a Racial Justice Issue: The lack of inclusion for MLLs in college pathway design is not just a missed opportunity—it’s a systemic racial equity issue given that 94% of MLLs are students of color, with 80% identifying as Latinx.
· California state leaders must explicitly prioritize MLLs in its college access strategies by:
1. Improving data tracking systems and public access to better understand MLLs’ college-going outcomes.
2. Ensuring safe and inclusive TK-12 schools and district communities that foster and value multilingualism.
3. Providing MLLs with fairer access to college preparatory courses and programs.
4. Expanding access to in-state tuition and state financial aid to MLLs.
5. Improving community college access and completion for MLLs.

EdTrust-West's latest equity alert is an urgent call to action for leaders, institutions, and organizations across California to stand with us in protecting public education from unprecedented federal threats—and to help lead with courage and clarity. The release of Taking the Reins: California’s Leadership in the Wake of Federal Injustice was born out of frustration that California was caught on its heels in the wake of fast and furious federal actions. It reflects a broad-based coalition of advocates, educators, and organizations demanding bold, proactive leadership to protect students.
The actions called for in this equity alert are bold, courageous, and necessary. We need local and state leaders to protect California’s students from damaging decisions made by the federal government. The five actions, along with realistic solutions, provide a roadmap to do just that.
California Must Lead Where the Federal Government Retreats: Federal efforts to dismantle the U.S. Department of Education, gut funding, and roll back civil rights protections are a direct threat to millions of students—especially those who are low-income, multilingual, undocumented, disabled, or from communities of color. As advocates, we know these attacks are not new—but they are escalating. California must step up and codify federal protections into state law, stabilize funding streams, and preserve accountability systems that center equity.
Equity Demands Urgency and Action: The erosion of federal oversight is already underway—from shuttered civil rights offices to cuts in Pell Grants and DEI initiatives. These losses disproportionately impact the very students we advocate for. Now is the time for state and local leaders to act: backfill funding, expand inclusive policies, and pass legislation that protects marginalized students. Our advocacy must translate into budget priorities and public commitments.
Local Leaders Are Holding the Line—Let’s Back Them Up: Districts, colleges, and local boards are doing the hard work of advancing equity, often under legal uncertainty and political pressure. They need clear guidance from the state on what federal mandates they can resist, and they deserve our support and recognition. We must amplify their efforts and push for statewide alignment that protects students at every level.
This Is Our Call to Action—And We Have a Plan: This equity alert is more than a warning; it’s a roadmap. Developed by a broad coalition of advocates, educators, and organizations, it offers real, implementable solutions. Together, we’re calling for bold leadership and immediate action. Let’s mobilize, organize, and ensure California remains a national leader in educational equity.

LA County's College Dreams
LA County is home to 19 community colleges, 5 CSU campuses, and 1 UC campus — yet in 2024, nearly half of graduating Black, Latinx, and Pacific Islander high school students in LA County weren’t eligible to apply to a CSU or UC.
This isn’t a matter of student ability — it’s a failure of systems that haven’t supported them.
It’s time to make A–G the default curriculum, expand dual enrollment, and ensure that all students in LA County have stronger access to higher education.
